I do love the upside-down version of this card from the Secret Lair crossover though, and the card can gather quite a bit of card advantage at tables that are amenable to 8-drops
Since Terra doesnt bring the reanimated creature back tapped and attacking, its a fundamentally less aggressive commander, but the lower mana cost to reanimate the creature gives you more flexibility on the turns you use the ability
A tip: Pages with a side slot are generally safer than top-loaders, as there is a risk that your entire binders contents will slip out if the binder falls upside down on the floor
Since we are cycling cards, instead of being seven more turns, it will become at least one more turn to three more turns before it will be the second time you cast Approach, in which case you win the game
For that reason alone the card could find a home in graveyard decks in Standard and beyond
What makes Necropotence balanced is that you dont draw the cards right away, and anything you discard ends up being exiled
