Pokmon is still Pokmon, and theres a market out there for all of it
I would recommend picking up a playset from the secondary market prior to the price rising, as a four mana 3/3 lord that pumps your whole team is likely something you'd want to run in many builds at the kitchen table
The last time we had a ban in Commander was the relatively large banning in September 2024 when Dockside Extortionist, Jeweled Lotus, Mana Crypt, and Nadu, Winged Wisdom were all banned, and which ultimately lead to the dissolution of the Commander Rules Committee and Commander Advisory Group, and control of the format moving entirely over to Wizards
Like most Pokmon cards, the value of Charizard ex depends on a few consistent factors: its rarity, the printing and finish (regular or foil), its physical condition, and the set it was printed in (Scarlet & Violet Black Star Promos)
Its stacking your deck to be in a specific order that you want, no different than putting your perfect 7-card hand on top
