While you do have to sacrifice an artifact as part of the casting cost, being able to place any artifact in your deck onto the battlefield for its mana value + 2 blue mana is incredibly strong, and can be useful during almost any part of a game
In the rare case that the target land is a legal target as Preston Garvey's first ability resolves but the target land can't legally be enchanted by the Settlement token, the token won't be created at all

I dont think this is a bad trend, but seeing so much of it pop up in short succession is interesting
This isn't right 100% of the time, but most Limited decks end up looking like this, and, in general, it's what I would want to have
