In Standard and Limited, non-games come primarily from natural variance in the mana base, where sometimes you draw a hand with all lands (or no lands), repeat the process for a couple of mulligans, end up with a not-that-functional five cards, and know from the start of the game that you are extremely unlikely to win

Dealing 3 damage to each opponent might not seem like a lot in a 40-life format like Commander but, considering the amount of times we'll be able to reset this ability, that's undoubtedly going to add up
