I have reviewed both Rattata and Raticate from this set previously and if you've read those reviews you'll know that I thought both cards were below average, Rattata was extremely poor with a really low HP and only one move that couldn't do any damage, Raticate was a little bit better since it had a free retreat cost, but it also had a low HP and couldn't do any damage other than inflicting a special condition
