If you want to stop someone from getting a Clue token, you have to counter the spell or ability that causes them to investigate in the first place like countering an Expose Evil, or using a stifle effect like Disallow to stop a triggered ability that would make a player investigate
PONT (Professor Oaks New Theory) is the most basic of these, and a lot of people prefer it because it gets a reliable six cards

It's a wonderful effect to pad out your life total, especially combined with cards like Rhox FaithmenderRhox Faithmender and Beacon of ImmortalityBeacon of Immortality
The honest answer to that is a lot of different places. Not to stress the point too much, but the ramp effect is honestly good enough to see play by itself
