Vault 13 really isn't that interesting a Vault, it was designed to have its water chip fail and wasn't issued replacements and that's it, so leaning on the broad strokes of the story of Fallout 1 is a pretty decent angle to lean on
It boosts the power of all your other Rats on both attack and block, meaning you won't have to worry about chump blocking because your Rats will suddenly become massive so long as you have a lot on the battlefield
Regardless of all that, I think the aspect that will bring the most joy is to collect the Pokemon that you like because you like them
In theory ink transfer sounds plausable but in reality I think it might be more complicated, maybe I am over-analyzing it
