Madison Li provides a lot of support for energy decks that focus on artifacts, providing both energy production whenever you cast an artifact spell and provides artifact recursion at the cost of five energy
This version does a good job of telling the specific story of the Minstrel creating higher difficulty fights, but it doesn't reward you for putting Towns in your deck unless you can afford to invest five mana, which often won't be the case in Standard
At the time when Wizards of the Coast was to begin distributing Beta, there were some leftover sheets of rares from the Limited Edition Alpha set, which were used in the beginning of Betas production run to fill some rare slots in decks and other products
This card is just clearly fantastic with a cheap mono-red commander
