The only reason it gets the nod is because merfolk is a creature type with way more support cards, so it has a wider selection of cards it can find
For example, superfriends decks get to activate their planeswalkers and bring them closer to ulting, a shrine deck gets those juicy upkeep triggers, and so on
The mana investment required to transform Norm might keep him out of many Constructed formats, but I'll note there is a lot of discard synergy in Standard at the moment
