Magic has had what are called "modal double-faced cards" before that allow you to cast either side from your hand, but this is the first I know of that also allows you to pay a cost to flip it while the front side is already in play - in this case, you can play Peter Parker for two mana, and then pay four more on a later turn to have him transform
Buckle Up is a Azorius Artifact precon with a primary focus on Vehicles: the deck is all about casting vehicles from the small Mobilizer Mech to the mighty Parhelion II, ramping them out with cards like Foundry Inspector, starting their engines easier with cards like Cyberdrive Awakener, and beefing them up with cards like Katsumasa, the Animator
This wont solve every problematic board state, but it does a lot of heavy lifting for 4 mana, and doesnt require any setup to be a very good inclusion in most Commander decks
Cards that add +1/+1 counters are getting much more efficient, so between Innkeeper's Talent and Tribute to the World Tree, you can have a pretty powerful Warcaller leading your troops
