Bouncing all nonland permanents is good
Like most Magic: The Gathering cards, the value of Ral's Vanguard depends on a few consistent factors: its rarity, the printing and finish (regular or foil), its physical condition, and the set it was printed in (Mystery Booster Playtest Cards 2021)
The Commander format in Magic: The Gathering has players construct decks around key legendary creatures, providing decks with distinct identities and consistency through a constantly available card
Using Lurrus of the Dream-Den as an example, the 3 mana card could be put onto the battlefield from outside the game so long as You pay its mana cost and Each permanent card in your starting deck has converted mana cost 2 or less
You'll be moving a lot of counters as many creatures benefit from having them as it'll unlock more powerful effects compared to their base ones
