That means that you don't target a player like Bojuka Bog, so you can get around hexproof on a foe, and you don't target the card, so if someone does something like shuffle their graveyard back to their library in response to its ability being on the stack, you can just choose another card

I wound up with 8 of them from my 55-pack sample, plus one Ultra Rare and a single Special Illustration Rare
