Many spells are cast in a four-player game, and asking each and every opponent to pay one on every spell gets very annoying
It may just be the hated MTG Ward ability, but I'm immediately reminded of Voja, Jaws of the Conclave, a recent, absurdly powerful commander that has as many haters as fans
Furthermore, when its on-play effect of enabling the player to play a Character card with a cost of 2 or less after revealing the decks top card is combined with the effect of the decks titular Leader card from Two Legends [OP-08], the player is able to essentially play any 2-cost Character card for free as soon as Ivankov enters play, thus improving the players board presence
